plugins add to the browser the ability to view content than the browser ordinarily would not be able to handle.

Standard media the browser by default would know are jpg,gif (basic or standard images), text, etc.
BMP bitmaps Internet Explorer can view, but Netscape does not.

When designing a site, you should design for the unknown. You do not have much (if any in most cases) control of the client machine. So it is best to use a server side option when available.
