StrategyQueue:

The StrategyQueue is created by the Stub to keep track of waiting buffers for the strategy.

When a strategy wants a Buffer to work on, it obtains it from the StrategyQueue.

• When strategy is finished with a Buffer it releases it from the StrategyQueue.

• The StrategyQueue can return either the next waiting Buffer, or the most recent buffer. The strategy decides this.
